STEP 1. Kumuha ng Appointment Date para sa application ng Provisional Authority (PA)

  • Ang mga susunod na steps sa ibaba ay base sa huling sign-up process ng LTFRB (updated as of December 2022). 
  • Simula January 9, 2023, hindi na kailangan ng applicant kumuha ng appointment date sa LTFRB website. Pwede na dumiretso sa Grab para magpasa ng inyong requirements at kami na ang bahala na mag proseso nito sa LTFRB.
  • Ang LTFRB ay tatanggap lamang ng 100 applicants per day.

Important: 

  • Siguraduhing pumili ng appointment kung saan may sapat na oras ka para makumpleto ang inyong requirements.  
  • Kung encumbered/Bank financing ang inyong sasakyan, ikaw ay required na kumuha ng Certificate of Conformity (COC) mula sa iyong bangko at i-submit ito during your hearing. Maaaring umaabot ng 3 weeks or more para makakuha ng COC. Dahil dito, nirerekomenda namin na dapat ongoing na ang inyong COC request sa bangko kapag nag-set kayo ng appointment sa Grab TNVS Scheduler.
  • PAALALA! Sa bagong proseso ng LTFRB, maaari lang kayong magpa-renew ng PA (Provisional Authority) kapag submitted for resolution na ang inyong CPC status (hal. pumasa kayo sa online hearing). . Dahil dito, nirerekomenda namin na ma-kompleto ninyo agad ang inyong requirements para mapa-renew ninyo ang inyong PA bago ito mag expire.

    • Voter’s I.D.
    • Marriage Certificate
  • Original and 1 photocopy x LTO Official Receipt (OR) and Certificate of Registration (CR) of authorized unit/s
    • Ang OR ay dapat naka-pangalan sa TNVS applicant o vehicle owner.
    • Siguraduhin na kita ang year model sa OR/CR (Tatanggapin lang ang vehicle with year model 2020-2023)

          Ihanda ang bayad para sa passenger insurance (see table below). Si Grab na ang bibili ng inyong Passenger Insurance as part of the filing process

  • Certificate of Conformity | How to get Certificate of Conformity?
    • Ang certificate of Conformity ay required kung naka-loan o encumbered ang inyong sasakyan. Ito’y patunay na hinahayaan ka ng bangko gamitin ang ingyong kotse being public transport vehicle. .
    • Simula January 9, 2023, ang Certificate of Conformity ay kinakailangan i-presenta during your online hearing. Sa pagkuha ng Case Number o PA, kailangan lamang mag presenta ang ‘Affidavit of Undertaking committing to submit the COC during the hearing’
    • PAALALA: It takes 3 weeks minimum para makakuha ng Certificate of Conformity. Kung hindi niyo pa sinisimulan ang inyong COC request, maaaring tanggihan ni Grab ang inyong application. This is to ensure Grab na may sapat na oras kayo para makuha ang COC bago ang inyong scheduled hearing.
    • Kung fully paid na ang inyong sasakyan, no need for the Affidavit of Undertaking or the COC.
  • Personal Appearance. The TNVS Applicant (ie. Vehicle Owner) is required to do  personal appearance on the day of the appointment date at the LTFRB Central Office, East Ave, Quezon City.

MAHALAGANG PAALALA:

  • Requirements above should be under the name of the TNVS Applicant (Vehicle Owner).
  • In case the TNVS Applicant cannot appear in person, only direct ascendants (ie. parents) or direct descendants (ie. children) with SPA (Special Power of Attorney) with an attached Government issued ID from applicant is allowed as representative. 
  • Sa lahat ng mga naka-online appointment, ang Verified Application at Operator’s Data Sheet ay makikita sa confirmation email.

Kapag na-submit na ng Grab ang inyong PA requirements sa LTFRB, makakakuha kayo ng SMS mula sa Grab confirming our submission. 

Once makuha na namin ang inyong PA mula sa LTFRB, makakatanggap kayo muli ng isa pang SMS with instructions on how to claim your PA sa Grab office. 

PAALALA: Maaaring umabot ng estimated 2 to 3 months para i-release ng LTFRB ang inyong PA. Kung wala pa kayong natatanggap na SMS mula sa Grab, hindi pa available ang inyong PA for pick-up.

    • Kung hindi pa vailable ang ORCR ng sasakyan, maaaring dalhin ang Sales Invoice with Delivery Receipt. Ito’y para lamang sa mga unit na bagong release (<3 Months).
    • For newly-released cars (less than 3 months old): if a copy of the ORCR is not yet available, you may submit a Sales Invoice with Delivery Receipt.

          Ihanda ang bayad para sa passenger insurance (see table below). Si Grab na ang bibili ng inyong Passenger Insurance as part of the filing process

Once makuha na namin ang inyong PA mula sa LTFRB, makakatanggap kayo muli ng isa pang SMS with instructions on how to claim your PA sa Grab office. 

PAALALA: Maaaring umabot ng estimated 2 to 3 months para i-release ng LTFRB ang inyong PA. Kung wala pa kayong natatanggap na SMS mula sa Grab, hindi pa available ang inyong PA for pick-up. 

STEP 2.1. If your PA expired, secure PA Extension

Kung Provisional Authority mo ay na-expire bago mo pa makuha ang iyong CPC, kailangan kumuha ng PA Extension para patuloy na makabiyahe bilang TNVS.

  • Ayon sa LTFRB Board Resolution 185 – simula January 9, 2023 lahat lamang ng applications na may CPC status of “Submitted for Resolution” ang maaring mag apply ng PA Renewal.
  • Once “Submitted for Resolution” na ang inyong CPC status, sundan ang step-by-step process for PA Renewal: https://www.grab.com/ph/blog/how-to-renew-pa-via-online-filing/
  • Kung nag-expire na ang iyong PA (90 days validity), at hindi pa submitted for resolution ang inyong CPC application, maaari naming i-deactivate ang iyong Grab account.

Kung dismissed na ang iyong case number, kelangan munang kumuha ng panibagong Notice of Hearing bago mag-request ng extension of PA.

Basta may PA, pwede na ma-onboard, Ka-Grab!

Ayon ito sa bagong patakaran na inilabas ni LTFRB, simula January 9,2023, lahat ng bagong applications sa Grab ay kailangan may P.A at PAMI (Passenger Insurance Policy) bago ma-activate sa platform 

Pagkakuha ng Case Number at Provisional Authority, pumunta sa pinaka-malapit na Grab Driver Center para ma-activate! ONE DAY Activation 'to Ka-Grab! Alamin ang mga Onboarding Requirements dito.

STEP 3. Attend CPC Hearing Date

Kailangan maghanda ng TNVS Applicant ng Formal Offer of Evidence (download FOE here)  kung saan nakapaloob lahat ng requirements ng LTFRB bago ang scheduled CPC hearing.

Simula May 2022, ni-require ng LTFRB na dapat may kasama kayong Authorized Representative ng TNC during your hearing. Kung wala ang TNC, maaaring ma-dismiss ang inyong application.

Kung nais magpa-represent sa Grab during the hearing, siguraduhing pumunta sa Grab TNVS Assistance Hub at least 5-10 working days bago ang inyong Hearing para ma-submit ang inyong requirements sa aming partner lawyers

Magiging online ang hearing process. I-check ang inyong email address dahil dito ipapadala ng LTFRB ang zoom link sa inyong hearing. For any clarification or inquiries, maaari ding i-contact ang inyong Grab partner lawyer.

  1. Proof of Publication | How to get Proof of Publication?
    • Affidavit of Publication by the publisher
    • Clipping of newspaper
    • Must be secured 5 days prior the Hearing Date
    •  Kung nag-lapse na at unpublished pa rin ang iyong Notice of Hearing, mag-file ng ‘Manifestation for Issuance of Second Notice of Hearing’ at i-send ito sa legal@ltfrb.gov.ph para makakuha ng bagong Notice of Hearing.
    • Proof of Publication will be provided by your assigned lawyer. No need to prepare this on your own.
  1. Notarized Affidavit of Applicant  | Download here
  1. Affidavit of Attestation
    • To declare na lahat ng sinusubmit na document ay authentic at faithfrul reproduction ng originals
  1. Authenticated Birth Certificate or Valid Passport
  1. Certified True Copy of OR/CR
  1. 5R Photograph of units subject of the application (front back and sides of the vehicles)
    • Photo should include the front page of a newspaper to show the date when the pictures were taken.
  1. Certificate of Bank Deposit
    • Proof of Bank Deposit in the amount of Php 20,000/unit. Bank account should be under the name of the car owner (as indicated in the OR/CR)
  1. DTI Business Name Registration (National) | How to get DTI Business Name?
  1. BIR Certificate of Registration 2303
  1. Photocopy of Driver’s License (for Driver)
  1. NBI Clearance (for Driver )
  2. Police Clearance (for Driver)

Kailangan mag-file ng Manifestation for Insurance of Second Notice. Ipa-receive ito sa LTFRB office, at once approved, isesend sa inyong emal ang inyong bagng hearing schedule.

Kapag meron na kayong 2nd hearing date, pumunta muli sa Grab TNVS Assistance Hub para mag-comply sa FOE requirements.

STEP 3.1. Dismissed Cases

Kung ikaw ay nakakuha ng ‘Dismissal Order’ pagkatapos ng tatlong (3) failed hearing dates, kailangan mong mag-file ng Motion for Reconsideration upang makakuha ng panibagong Notice of Hearing:

Dalhin ang mga sumusunod sa pag-file ng iyong Motion for Reconsideration:

  1.  4 copies of Motion for Reconsideration (prepared by a lawyer)
  2.  Photocopy of Dismissal Order
  3.   Special Power of Attorney w/ 2 photocopy of government IDs (w/ 3 signature)

STEP 4. Get your CPC from LTFRB

Congratulations, Ka-Grab!  LTFRB Accredited ka na bilang isang TNVS.

Step 5: Change of Vehicle Classification

Pagkatapos ma-release ang iyong CPC galing LTFRB, kailangan magtungo sa LTO within 30 days para mapabago ang klasipikasyon ng iyong sasakyan from Private owned to Public Utility Vehicle.

  1. Photocopy of OR/CR wit certified true copy of financing (Bank)
  2. Certificate of Conformity
  3. Certificate of Cover (Insurance)
  4. Certificate of Public Convenience (CPC)
  5. Actual Inspection of Motor and Duly accomplished MVIR
  6. Affidavit of Warranty
  7. 2 Valid ID
  8. Certified true copy of records from NCR(if motor Vehicle Registered new Registration from NCR)
  9. Electronic confirmation of franchise 260 – 300 

Note: Electronic confirmation of franchise 260 – 300 pesos penalty  per month from LTFRB until unit will registered to LTO  to change classification from private to public.

STEP 6. CPC Extension of Validity (o CPC Renewal)

Ka-Grab, ang CPC ay valid at renewable every 2 years. Required ng LTFRB and bawat TNVS na mag-renew ng CPC kung patuloy na nais bumiyahe sa napiling TNC. Ka-Grab, siguraduhin valid ang iyong CPC sa ating system para tuloy-tuloy ang biyahe.

Paano mag renew ng CPC?

  1. File extension of validity (makukuha from any law firm or Notary public) of CPC 6 months prior to the date of expiration (walk in)
  2. Wait for the notice of hearing that should be sent through email within 1 to 2 months
  3.  Complete all the requirements. Compile in DARK BLUE Folder and put “Extension of Validity” 
  4.  Visit LTFRB public assistance for assistance
  1. 4 original copies of Motion for Extension of Validity 
  2. Attestation (as to the authenticity and truthfulness of the document submitted)
  3. Authorized LTO OR/CR with year model
  4. DTI Certificate
  5. If Encumbered unit: Certificate of Conformity
    5.1 If Leased to unit : Affidavit of Undertaking pursuant to to MC 2018-015
  6. Certificate of Accreditation and Good Standing 
  7. Police and NBI Clearance (Driver)
  8. Proof of Filipino Citizenship 
  9. Proof of garage
    a.   If owned:  TCT/ Tax Declaration
    b.   If not Notarized Contract of Lease Authority to use , TCT of Lessor 
  10. Proof of Financial Capability
  11. Stamp received of latest Income Tax Return or Certificate of Registration with BIR (Transportation as line of business)
  12. Bank Deposit of Php 20,000 per unit – Proof of financial capability 

FOR AUTHORIZED REPRESENTATIVES OF APPLICANT

For Individual Operators: Duly notarized Special Power of Attorney with valid Government issued ID and authorized representative

LTFRB Board Resolution 2022-16

LTFRB Board Resolution 2022-164

Ayon sa Board Resolution 164 Series of 2022 pinapayagan na ma-extend ng dalawang taon sa maximum age limit ang mga 2013, 2014 at 2015 year models na mga sasakyan.

  • 2013 Year model Extended until 2022
  • 2014 Year model Extended until 2023
  • 2015 Year model Extended until 2024

Narito ang guidelines kung ang sasakyan ay kabilang sa mga nabanggit na year model:

  1. Mag file ng Application for Extension of Validity sa LTFRB 6 months bago mag-expire ang iyong CPC.
  2. Ibibigay sa iyo ng LTFRB ang receiving copy ng iyong Extension of Validity.
  3. Hintayin ang Notice of Hearing mula sa LTFRB.
  4. Mag submit ng kumpletong requirements na ayon sa Formal Offer of Documentary Evidence sa LTFRB.
  5. Dumalo sa iyong nakatakdang Hearing.
  6. Hintayin ang resolution mula sa LTFRB (Decision)

A. Para sa less than 6 months ng expired ang CPC

1. Mag file ng Application for Extension of Validity sa LTFRB kung ang iyong CPC ay expired ngunit hindi lalagpas ng 6 months mula sa expiration date nito. (Subject for Penalty: Please see the LTFRB MC: 2019-034)

2. Ibibigay sa iyo ng LTFRB ang receiving copy ng iyong Extension of Validity.

3. Hintayin ang Notice of Hearing mula sa LTFRB.
4. Mag submit ng kumpletong requirements na ayon sa Formal Offer of Documentary Evidence sa LTFRB.

5. Dumalo sa iyong nakatakdang Hearing.
6. Hintayin ang resolution mula sa LTFRB (Decision)

 

B. Para sa more than 6 months ng expired ang CPC 

1. Mag file ng Motion to Accept Late Filing of Application for Extension of Validity sa LTFRB kung ang iyong CPC ay more than 6 months ng Expired mula sa expiration date nito.

2. Hintayin ang Granted Order mula sa LTFRB.

3. Mag file ng Application for Extension of Validity (Subject for Penalty: Please see the LTFRB MC: 2019-034)

4. Ibibigay sa iyo ng LTFRB ang receiving copy ng iyong Extension of Validity.

5. Hintayin ang Notice of Hearing mula sa LTFRB.
6. Mag submit ng kumpletong requirements na ayon sa Formal Offer of Documentary Evidence sa LTFRB

7. Dumalo sa iyong nakatakdang Hearing.

8. Hintayin ang resolution mula sa LTFRB (Decision)

 

1. Mag file ng Motion for Reconsideration sa LTFRB.

2. Maghintay ng Lifting Order 

4. Hintayin ang iyong Notice of Hearing

5. Kumpletuhin at i-submit ang Formal Offer of Evidence sa LTFRB at um-attend sa iyong hearing date.

6. Hintayin ang resolution mula sa LTFRB (Decision)

1. Makipag ugnayan sa LTFRB upang malaman kung maaaring makapag file ng change unit or dropping and substitution depende sa status ng iyong case number.

Kung ikaw ay nasa labas ng Metro Manila at nais rin mag-apply ng TNVS para makasali sa GrabCar, sundan lang ang prosesong ito:

Step 1: Ihanda ang mga requirements para makakuha ng Case No. at PA

Lahat ng requirements at Application Form ay kailangan ilagay sa LONG ORANGE FOLDER:

  • 4 copies x  Notarized Verified Application  alleging proof of citizenship at financial capacity
  • 1 photocopy x Proof of Filipino Citizenship (alin man sa sumusunod):
    • Authenticated Birth Certificate from Philippine Statistics Authority
    • Valid Philippine Passport
    • Voter’s I.D.
    • Marriage Certificate
  • 1 photocopy x Government Issued I.D. (with picture of the applicant)
  • 1 photocopy x LTO Official Receipt (OR) and Certificate of Registration (CR) of authorized unit/s
    • Ang ORCR ay dapat naka-pangalan sa TNVS applicant o vehicle owner.
    • Siguradihin na kita ang year model sa ORCR.
    • Paalala: Ang hatchback ay hindi tinatanggap.
  • Passenger Insurance (i.e. PAMI or SCCI)
  • Proof of Existence and Sufficiency of Garage
    • Location map (Google Map)
    • Dimension of Garage
      • If the applicant is the owner of the garage: provide Transfer Certificate of Title (TCT)/Tax Declaration in the name of the applicant (vehicle owner)
      • If the applicant leases the garage: Notarized Contract of Lease/Authority to use with copy of TCT of Lessor  | How to get TCT?
    • LGU Zoning Certificate for the location of the garage for three (3) units and up
  • Certificate of Conformity | How to get Certificate of Conformity?
    • Ito ay additional requirement for new applications  who secured appointment date from July 29, 2019 onwards.
    • Ito ay required lamang para sa mga ecumbered vehicles. Kung fully paid na ang inyong sasakyan, hindi na ito required.
  • Personal Appearance. The TNVS Applicant (ie. Vehicle Owner) is required to do  personal appearance on the day of the appointment date at the LTFRB Central Office, East Ave, Quezon City.
