How Do You Get a PSV License?
E-Hailing Driver-Partners are required to get a PSV License—which allows the holder to legally transport paying passengers within Malaysia.
Prepare your JPJ Form
Download the JPJ L8A Form (BORANG PEMERIKSAAN KESIHATAN PERMOHONAN LESEN VOKASIONAL JPJ L8A).
Print and bring the form with you during your PSV License Medical Checkup.
Pass the PSV License Medical Checkup
Ask for a PSV License Medical Checkup at any clinic near you.
Present your JPJ L8A Form to the clinic.
PSV License Medical Checkup is also available at the following Grab Driver Centres (GDC)
*Your PSV License Medical Checkup result is valid for 1 year only.
Reimbursement by Grab
Successful applicants will get their PSV License Medical Checkup reimbursed by Grab.

Attend PSV Training

*Please note that you are required to clear your summons before you are allowed to take the PSV Training.
Grab Driver Center
(Klang Valley, Penang & Johor Bahru)
- Visit the Grab Training Portal and register for the PSV Training by selecting your preferred date.
*Only our Grab Driver Centre (GDC) in Petaling Jaya, Penang & Johor Bahru offers PSV Training.
*Alternatively, you can register for your PSV Training at a Driving Institute (Institut Memandu) near you.
- You will have to pay RM150 upon registration. Payment shall be made via the Grab Training Portal.
*Fees will be fully reimbursed by Grab upon completion of 30 transport trips in your home city within 30 days from date of account activation.
*Fees reimbursed for PSV Training completed at Driving Institutes (Institut Memandu) within:-
Klang Valley are capped at RM100
Penang are capped at RM120
Johor Bahru are capped at RM150

- You will have to pay upon registering. The amount will vary according to Driving Institutes.
*The total fees will be fully reimbursed by Grab when you visit our recommended Driving Institutes (for a limited time only and depending on cities) and upon completion of 30 transport trips in your home city within 30 days from date of account activation.
Completed PSV Training

Upon successful completion of PSV Training and you will be given:
- JPJ L2C Certificate (Training Certificate)

Collecting PSV License at JPJ Counter

Please inquire with your Driving Institute (Institut Memandu) as some may handle the PSV License registration process for you.
*Please note that JPJ Offices attached to UTC branches do not provide PSV License registration.
Register at any JPJ Office in the same state where you attended your PSV Training.
*For example, if you attended training at Grab Driver Centre (Petaling Jaya), you can go to any JPJ branch in Selangor state.
Please bring the following documents to register for a PSV License:
- The original and a photocopy of your MyKad (NRIC)
- The original and a photocopy of your Driver’s License (CDL)
*Valid for 1 year only - Medical Form JPJL8A (completed by the clinic) – Attach together with the Health Examination Receipt with the stamp and signature of the clinic)
- JPJ L2C Certificate (Training Certificate) 1-year

For new Driver-Partner, Grab will verify the documents during your onboarding process.

You will receive the one-off PSV reimbursement within 14 working days after completing 30 transport trips in your home city within 30 days from the date of your account activation.
You may register as our driver-partner at https://register.grab.com/my for new registration.

How do you get an
E-Hailing Vehicle Permit (EVP)?
An E-Hailing Vehicle Permit (EVP) is a permit that allows your private vehicle to operate as an E-Hailing Vehicle.
*Sarawak Driver-Partners, if your vehicle is 3 years and older—you are required to pass a PUSPAKOM inspection before you can get your E-Hailing Vehicle Permit (EVP).
Requirements for an EVP Application
Peninsular
- Original Vehicle Ownership Certificate (VOC) or Car Grant
*must be less than 15 years since car’s manufacture year - PSV License
- Vehicle owner must be a Malaysian Citizen or Permanent Resident • Only private vehicles • Vehicles owned by a Company/Army ID/Police ID will be rejected
Sabah
- Original Vehicle Ownership Certificate (VOC) or Car Grant
*must be less than 15 years since car’s manufacture year - PSV License
- Vehicle owner must be a Malaysian Citizen
- Vehicles owned by a Company/Army ID/Police ID will be rejected
Sarawak

Approval Process

Grab will apply for an E-Hailing Vehicle Permit (EVP) on your behalf (worth RM160) after submission.
- Notification of Activation
You will receive a notification from Grab if your account has been activated.
- EVP Status
You can view your E-Hailing Vehicle Permit (EVP) status in your Driver profile.
Collect and Display E-Hailing Stickers
Once your account has been activated, collect your E-Hailing Stickers (2 per person) at the nearest kiosk or Grab Driver Centre (GDC) in your city.
The stickers need to be displayed on the front and rear windscreens.
How to Get
E-Hailing Insurance?
E-Hailing Insurance covers loss or damage to your vehicle, liability to passengers and third-party, as well as personal accident coverage while you are operating as an E-Hailing Driver-Partner.
*E-Hailing Insurance is another requirement from the Ministry of Transport. This is separate from your private motor insurance and provides coverage for E-Hailing jobs.
Option 1:
Grab Daily Insurance (GDI)
Opt-in to Grab Daily Insurance (GDI).
Pay only when you’re online.
Option 2:
Annual E-Hailing Add-On
Purchase the Annual E-Hailing Add-on with your current insurer*.
*If your current insurer does not provide E-Hailing Insurance, you will need to:-
Step 1. Cancel your existing Motor Insurance policy.
Step 2. Purchase Insurance from Insurance Company that offers E-Hailing coverage.
Submit Your Application to Activate Your Account
After securing your PSV License, E-Hailing Insurance and other requirements, please submit your application on the Sign Up page.
Activation Confirmation Message
Look out for a message via Email or SMS confirming that your account has been activated.
How Do I Complete the PUSPAKOM
Vehicle Inspection?
The PUSPAKOM Vehicle Inspection is conducted to certify if your vehicle is fit to operate as an E-Hailing Vehicle.
*Only vehicles 3 years and older are required to undergo a PUSPAKOM Vehicle Inspection.
*If your vehicle is below 3 years old, you do not have to undergo a PUSPAKOM Vehicle Inspection to start driving in your E-Hailing Vehicle.
Fulfill the Following Requirements
- E-Hailing Vehicle Permit (EVP)
- Original Vehicle Ownership Certificate (VOC) or Car Grant
- 1kg Fire Extinguisher
*Either Carbon Dioxide (CO2) or a dry chemical powder.
You should be able to find this at your local hardware stores.
- Warning Triangle 16’ x 2’ (405 mm x 51 mm)
- Emergency Kit (for 7-seater vehicles)
Schedule an Appointment with PUSPAKOM
- When registering, pick ‘Individual’ for the Account type.
- When creating your appointment,
- Pick ‘Persendirian E-Hailing’ for the Usage Class and
- Pick ‘Berkala Pertama E-Hailing’ for Inspection Type.

Pass the PUSPAKOM Inspection
If your vehicle passes the inspection, you will receive a document and inspection certification sticker certifying that your vehicle is fit for E-Hailing.
Note: New GrabCar driver-partners will be eligible for a reimbursement of RM70 from Grab for their first Puspakom E-Hailing vehicle inspection.
Ensure Compliance
Always stay compliant with the Ministry of Transport’s regulations as an E-Hailing Driver-Partner:
- Display the E-Hailing Sticker on the front and rear windscreen of your vehicle.
- Always carry your PSV License with you.
- Display the PUSPAKOM Certification on the front windscreen of your vehicle (for vehicles 3 years or older).
- Remember where to locate your E-hailing Vehicle Permit (EVP) status in the Grab Driver app.
*Sarawak requires a printed copy of your E-Hailing Vehicle Permit (EVP). You can visit the Grab Driver Centre to have it printed. If your city does not have a Grab Driver Centre, you will receive an email or in-app message with further instructions.
